Legal Status

Japan regulates pharmaceuticals under the Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices (commonly called the PMD Act or Pharmaceutical Affairs Act). Peptides intended for human therapeutic use must receive manufacturing and marketing approval from the Ministry of Health, Labour and Welfare (MHLW) based on review by the PMDA. Unapproved drugs may not be manufactured, imported, or sold in Japan. Research chemicals for in vitro use are not explicitly regulated under the PMD Act, but the distinction is strictly enforced — any marketing suggestion of human use triggers pharmaceutical regulation. Japan Customs actively screens imports for pharmaceutical substances and has a relatively low tolerance for personal importation of unapproved drugs.

Compounding Rules

  • Pharmacy compounding (院内製剤 / in'nai seizai — hospital preparations) is permitted under the Pharmacists Act for patient-specific preparations.
  • Compounding must be performed by a licensed pharmacist in a licensed pharmacy or hospital.
  • There is no large-scale outsourcing framework comparable to US 503B facilities.
  • The Japanese Pharmacopoeia (JP) sets quality standards for pharmaceutical substances used in compounding.
  • Compounding of unapproved substances (including many research peptides) is generally prohibited unless under specific clinical trial or compassionate use frameworks.

Personal Importation

  • Japan Customs frequently inspects pharmaceutical imports and may confiscate products lacking proper documentation.
  • Importation of certain substances classified under the Narcotics and Psychotropics Control Act requires separate permits.
